- Democratic and authoritarian diffusion typically occurs among politically and culturally proximate entities. Despite increasing concerns regarding China’s global promotion of authoritarianism, limited research has examined how the country influences democracy at the local level far away from its borders. Employing a least likely design, this study investigates authoritarian diffusion in the relationship between two contrasting political actors, Chinese state actors, and Swedish municipalities. The study identifies five distinct mechanisms that pose risks to democracy in Swedish municipalities: (1) undue influence against local politicians, (2) undue influence against local education,(3) political espionage, (4) cyber espionage, and (5) information operations.
